India’s First Voter Shyam Saran Negi Story
The story of Indian democracy starts with its first vote, and it is not in a great metropolis or a political center. It all starts in a sleepy little Himalayan village called Kalpa, when a school teacher named Shyam Saran Negi unintentionally became a part of history.
Born on 1 July 1917, Negi lived through British India, witnessed independence, and then became the first person to vote in independent India. His life wasn’t built around politics or fame. He was a simple government school teacher, living in one of the most remote parts of Himachal Pradesh.

Who Was Shyam Saran Negi? (India’s First Voter Biography)
Shyam Saran Negi was a teacher in a government school from Kalpa village in Kinnaur district of Himachal Pradesh. He led a humble and disciplined life and spent most of his years teaching in the region. Although he later achieved national prominence, he never moved to the city and stayed close to his origins.
Why Shyam Saran Negi Is Called the First Voter of India
During India’s first general elections in 1951–52 (1951–52 Indian general election), the Election Commission had to deal with a hurdle in remote locations like Kinnaur where heavy snowfall made winter access impossible.
To solve this problem, voting in certain regions was completed before to the rest of the country. Kalpa: Shyam Saran Negi voted at Kalpa on October 25, 1951, and was the first registered voter of independent India. This acknowledgment has been formally accepted by the Election Commission of India.

Negi’s identity is not confined to being the first voter. He voted all his life. He contested over 30 elections including Lok Sabha and Himachal Pradesh Assembly elections.
He had watched and participated in the transformation of India’s electoral system over the years – from paper ballots in the early years to electronic voting machines later.
Shyam Saran Negi Last Vote at 106 Years (2022 Election)
In 2022, during the Himachal Pradesh Assembly elections, Shyam Saran Negi cast his final vote at the age of 106. Due to his health condition, he used a postal ballot system instead of visiting a polling booth.
This act once again brought him into national attention, as he continued his voting legacy even in his final days.

Shyam Saran Negi Death and State Funeral Details
Shyam Saran Negi died on November 5, 2022, just days after casting his last ballot. His death brought to a close a remarkable voyage that had spanned over a century.
The government of Himachal Pradesh gave him a state funeral with full honours. Officials, election officials and locals came to pay their respects. His last rites were performed in his native village Kalpa.
Recognition by Election Commission of India
Shyam Saran Negi was acknowledged by the Election Commission of India as the first voter of India and was paid several tributes by the commission for his commitment to the democratic participation.
He was also appointed as a brand ambassador for voting awareness, especially to encourage youth participation in elections.
